The absolute center of Toulouse is a big plaza, with big, classical buildings built around it. It's (let's say) a touristy part of the town, as much touristic as Toulouse can be (which isn't too much). So, I wouldn't eat in any restaurant in the plaza (except probably something quick in McDonald's) but it a nice spot to watch the people passing by.
